Enterprise Inns has signed a deal to make Westminster Council its primary point of contact for health and safety issues.

Enterprise is the first pub company to sign up to the Primary Authority agreement, which is intended to reduce disagreements with local authorities on how to deal with specific problems.

Local councils across the UK will conduct regular inspections of Enterprise Inns pubs in the relevant area and send feedback to Westminster council.

Westminster will have the final say over how any problems or complaints will be resolved.

"The key benefits of joining the scheme and partnering with City of Westminster are the development of positive relationships with regulators; access to reliable, expert advice from an authority with significant experience; protection from inconsistent enforcement; better co-ordination of local authorities; and a consistent approach to Enterprise Inns retailer health and safety inspections," said head of property at Enterprise Inns Russell Burton.

The scheme has been successful for John Lewis and Marks & Spencer since Westminster council became their authority for consumer complaints.

"We feel this much more efficient way of working is beneficial to consumers, business and the local authorities alike, and will help save millions of pounds in the process," said the council's operational director premises manager Steve Harrison.

Primary Authority is run by the Better Local Regulation Office, which provides regulatory advice on aspects such as environmental health, trading standards and licensing.

The Government estimates the scheme could save UK business up to £50m a year by using one source for regulation.
