Scots off trade slammed for underage sales
MSP hits out at off-trade following test purchase failures

Just 12 pubs in Scotland have been targeted by test purchase sting campaigns since the scheme began in December.

Authorities have carried out 644 underage test purchase operations at off-licences with 87 failures.

Just four pubs have been caught out so far.

The worst failure rate was recorded in the Lothian and Borders police area where 17 of 51 shops sold to test purchasers - three of which repeated the offence.

"Much of the trouble in Scottish communities is caused by underage drinking and the vast majority of this drink is obtained from off-sales rather than public houses,"​ said Conservative MSP Bill Aitken (pictured​).

"Licensed grocers have a particular responsibility to be vigilant and some of them are clearly being negligent.

"One thing is certain - anybody who knowingly sells alcohol to young people under the age of 18 should have their licence revoked.

"For those who get a second chance and still fail, there must be serious questions as to whether they should ever get a licence again."

Safdar Ali of the Premier Newsflash store in Maryhill Road, Glasgow was the first to face court for selling to an underage test purchaser.

He was fined £400.

A Scottish Government spokesman said: "We are determined to crack down on irresponsible licence holders who sell to underage people because we are fully aware of the harm underage drinkers can do to themselves and their communities.

"We have made it abundantly clear that if you can't tell, you shouldn't sell - because your licence is at risk and you may well be prosecuted.

"We expect licensing boards to take strong action against those who sell alcohol to children."

"Our forthcoming alcohol strategy will look at all the options as we take the steps necessary for Scotland as a country to kick its drink problem."
